Norman was the business manager for all of IT when I was CIO for Deutche Bank's Asset Management Division. Norm not only oversaw the various day to day IT financial managment issues but was also integral during the purchase of the Zurich Scudder business by DB. From a CIO's perspective, one could not look for more in a key business manager. Norman had complete command of how best to bring sound financial management so a large scale IT operation (budget > $200m) as well as establish sound business practices throughout the department. He was a trusted advisor on all issues related to managing the department and could be counted upon to give wise counsel related to any item I'd bring to his attention. A CIO always needs to know that someone's "watching his back" and I relied upon Norman for this. Norman is a person of the highest integrity and would be someone I'd always look to have on the bus.

Norm is a proven Financial Executive. He was the financial officer who architected and later implemented one of Wall Streets first infrastructure charge back models, widely known as the compute back-bone or CBB at JP Morgan Chase. The direct result of this financial methodology was dramatic cost cutting and deferring of future infrastructure spend firm wide for lending and borrowing of CPU’s across multiple LoB’s. He worked with the infrastructure groups and lead the financial team in the first private cloud charge-back models well before Google and Amazon caught on that this was a good idea.
